Description Procurement Manager
Manage the procurement, development and acceptance of a group of GCS Elements ensuring delivery to schedule/cost, fulfilling performance and quality requirements.
Main responsibilities
Reporting to the GCS Project Manager as the Work Area Manager (WAM) for the GCS elements as part of the management process.
Representing the GCS project for procurement issues at meetings with GCS customers.
Managing the GCS Element Responsible Engineers (REs) in their task of performing the technical supervision of the subcontractors from Kick Off through to delivery acceptance and segment AIV.
Managing the GCS Element Procurement Managers, including allocation (delegation) of responsibilities and ensuring that adequate management support is provided for each element procurement.
Monitoring and reporting the progress of work carried out by the Element Procurement Managers against detailed work plans. Report progress, identify problems and propose remedial actions
Managing Subcontractor negotiations and subsequent kick-off of selected subcontractors
Managing change requests and change notices in both supplier and customer directions
Maintaining metrics related to the execution of the subcontracts (cost, schedule, quality)
Provide post delivery support as requested by programmes and projects
Support the Risk and Lessons Learnt process
Ensuring the required levels of support are available to the Element Development Team from other teams within GCS (such as Commercial, Segment Eng, PA, Security, AIV)
Ensuring overall monitoring of the Element subcontractors, referring any non-conformance or proposed change to requirements to the GCS Technical Manager and the other appropriate teams within the GCS (such as the Segment Engineering Team, Security Team, AIV Team)
Ensuring that all deliverable documentation from subcontractors is adequately reviewed, accepted and signed off by all necessary staff within the GCS team
Ensuring that acceptance criteria are defined for each Element and that factory acceptance testing is witnessed and/or approved
Mandatory Experience / Qualifications
Candidates must have direct and significant experience of the procurement and project management of Spacecraft systems for satellites.
Candidate must have experience of procuring software systems to Space Quality standards.
Candidates must have an engineering degree
Successful candidates will be required to be security cleared prior to appointment. | | |
