Description Within the new Procurement and Logistics function, a number of new business-critical roles have been identified. An exciting opportunity has arisen to work as Subcontract Compliance & Governance Manager, reporting to the Head of Supply Chain and Logistics.
Key responsibilies of this role include:

*Developing portfolio spend of circa £135m pa across various sub-categories, including; Mains *Service Laying – Mains Reinstatement – Major Civils – Agency Labour – Scaffolding Services – *Electrical Works – Waste Services – Testing Services – Traffic Management and Minor Civils through in excess of 300 regional and national subcontractors covering the majority of main land UK.
*Short, medium and long term strategy development and delivery.
*Ongoing rationalisation of the supplier tail
*Operational management of circa five staff inc. seconded finance people.
*Development and ownership of a single pan company subcontract formulation work process and the ongoing development of same.
*Development and ownership of the retained Tier 1 / 2 / 3 select lists
*Demand forecasting and annual business plan targeted saving
*Development of unit cost based performance reporting and benchmarking
*Development of indirect leverage from the Tier 1 subcontract community
*Internal stakeholder management and Supplier Relationship Management
*Lead the pan company development and implementation of short, medium and long term category sourcing strategies to achieve rationalized targeted returns.

*You will ideally possess the following personal attributes and qualifications:
Graduate Quantity Survey / MCIPS qualified or equivalent
*Proven subcontract formulation and contract management expert in this civils utility sector and retain a high level of current market awareness in this area, demonstrating a successful track record in supplier tail rationalization, strategy leadership and achieved efficiency targets.?
*You will be working with Senior Managers/Directors and Operational Managers across the business and external suppliers; requiring a level of “gravitas” as well as excellent presentation and communication skills.
*Above all, you must have the strength of character and capability to influence others, internally and externally, to win “hearts and minds” and drive through significant transformational change.
